Charge basis is a
convention of the service.
Charge basis, billing unit, rate band, tolerance and allowable quantity are settled by the vendor service, not by accounting. A control set drawn from one service raises exceptions against ordinary practice in another, and clears charge detail that is not ordinary at all.
